The wait belongs to the attacker, and it applies to everyone - a creature that knocks you down is on the same timer a player would be. Knockdown shares its timer with Improved Knockdown, and Disarm with Improved Disarm, so taking the improved version does not buy a second attempt.
Size
Against a knockdown, you get +4 on the check for every size category you are larger than the attacker, and -4 for every category you are smaller. Improved Knockdown makes the attacker count as one size category larger than they are. An attacker cannot knock down anything more than one size category larger than themselves.
Against a disarm, the same +4 per size category applies, but it compares the two weapons rather than the two combatants.
Monks receive Knockdown and Improved Knockdown at level 6.
